Good news: Azure DevOps Services is cloud-based — you just sign up at dev.azure.com. On your computer you install the tooling around it: Git, an editor like VS Code, and the Azure CLI with the azure-devops extension. A self-hosted agent is optional, and Azure DevOps Server is only for organisations that must host everything on-premises.
Microsoft-hosted agents run pipelines for you. If you need special software or private network access: Project settings → Agent pools → download the agent for Windows, Linux or macOS → run its config script with a PAT.

For organisations that must host everything themselves. Installed on Windows Server with SQL Server. Most teams prefer the cloud service — no maintenance.
