Azure DevOps Services pricing is simple: the first 5 users are free on the Basic plan, then each extra user costs a small monthly fee. Stakeholders are free and unlimited. Pipelines include 1 free parallel job, and you pay only for extra parallel jobs. Azure Artifacts includes 2 GiB free. Many small teams never pay at all.
